Fallout New Vegas Stats Guide

This was easy enough in Fallout 3 - you practically tripped over skill books everywhere you went and with the Almost Perfect perk, it was easy to raise your SPECIAL to 9 across the board, then collect all of the Bobbleheads in order to bring them all up to 10. Unfortunately, Fallout: New Vegas made maxing out your SPECIAL quite a bit more.

I am playing New Vegas for the first time and I absolutely love this game! The only Fallout I played before this was 3 and I think this is miles better. I plan on getting all the achievements for this game, and so I was wondering while doing that, how can I build the strongest character in the game (i.e, most possible skill points and SPECIAL points).

According to this video I saw, you should max out INT to 10 right off the bat, but from what I was reading on some forums, this is inefficient now? I remember for 3 the best possible character required 9 points in INT. Is this video outdated?

How else can I guarantee the maximum number of points for a character? I will be taking the Educated perk, but with the level cap now 50, are those extra 3 points per level it really needed? Can we max out all skills by leveling to 50 alone? Same with the Comprehension perk.

Also, what about implants? What's a good SPECIAL distribution to take advantage of implants?

Thanks for the help, guys! Loving the game!!
